Joseph "Jay" Stone, Esq., CFE

Retired FBI Supervisory Special Agent

Joseph "Jay" Stone is a retired FBI Supervisory Special Agent with over 32 years of experience. Prior to his retirement, Jay had the pleasure of serving the American people at FBI posts in Philadelphia, Pennsylvania; Washington, D.C.; Baltimore and Annapolis, Maryland; and Sarasota, Florida.

LEADERSHIP EXPERIENCE

During his FBI tenure, Jay held leadership positions in the Philadelphia and Baltimore Divisions, as well as at FBI Headquarters in Washington, D.C. 

 

While in Philadelphia, he supervised a cadre of agents, analysts, and forensic accountants who investigated health care fraud to include the diversion of prescription medication, among a variety of other fraudulent activities. Jay also led and directed the operations of the Philadelphia Division’s Special Operations Group, which conducted covert surveillance of criminal and terrorism-related activities. He also served as FBI Philadelphia's Crisis Management Coordinator.

In the Baltimore Division, Jay served as the Supervisory Senior Resident Agent (SSRA) of the Annapolis and Salisbury, Maryland resident agencies where he supervised criminal investigations in 12 of the 23 counties within the State of Maryland.

 

In various leadership positions, Jay supervised and managed investigations of the following:

Drug Trafficking

Gangs

Health Care Fraud

Public Corruptions

Civil Rights

Organized Crime

Fraud Against the Government

During his time at FBI Headquarters, Jay served as Watch Commander in the FBI’s Strategic Information Operations Center, where he oversaw the collection, analysis, production, and dissemination of nationwide mission-critical and time-sensitive intelligence to FBI Executive Management on a daily basis.

 

Following his tenure as Watch Commander, he utilized his extensive experience investigating criminal organizations as a supervisor in the FBI’s International Organized Crime Center (IOCC). Within the IOCC, Jay managed the program responsible for the oversight of nationwide investigations of criminal organizations, which frequently had international connections, and he traveled to several countries where he established and strengthened international partnerships and trained foreign law enforcement partners on various matters.  

 

In his second tour at FBI Headquarters, Jay served on a joint duty assignment to the National Security Agency (NSA), where he forged strong relationships with NSA counterparts, streamlined business processes, and managed domestic and international terrorism matters.

INVESTIGATIVE EXPERIENCE

For nearly 15 years, Jay successfully investigated criminal violations of Financial Institution Fraud, Complex Financial Crime, Violent Crime, Drug Trafficking, Gangs, Health Care Fraud, Public Corruption, Civil Rights, Organized Crime, Fraud Against the Government, and Domestic Terrorism.

COVERT OPERATIONS

For over 20 years, Jay was a certified FBI undercover agent, a rare feat, where he successfully infiltrated numerous criminal organizations through his ability to improvise, develop rapport, and gather actionable intelligence and valuable evidence. The FBI and the US Attorney’s Office (USAO) recognized him for his outstanding undercover work surreptitiously gaining access to and earning the trust of various criminal organizations involved in health care fraud, organized crime, and complex white collar crime, resulting in their dismantling and ultimate prosecution.

TACTICAL EXPERIENCE

Jay dutifully served on FBI Philadelphia's Special Weapons and Tactics (SWAT) team for several years. He received a Certificate of Commendation for his actions during a SWAT operation that led to the arrest and conviction of dangerous felons. He also served on the Violent Crimes squad in FBI Baltimore where he responded to numerous incidents that required expertise in tactical matters and the ability to make split-second decisions, as most situations involved physically threatening and unpredictable circumstances.

 

TRAINING (INSTRUCTION)

Jay is an FBI-certified Adjunct Faculty Program Instructor in the areas of Criminal Investigations, Leadership, and Interview and Interrogation. Throughout his career, he provided instruction to a variety of domestic and international law enforcement agencies. Jay trained students on a variety of investigative matters with engaging coursework comprised of case studies, real-world examples, and unique practical exercises.

 

Even with the use of translators in European, Middle Eastern, and South American countries, he effectively conveyed essential information and interacted with his audience, while sparking their interest and voluntary participation; he received positive feedback from attendees due to his effective training course development and delivery methods. Jay believes in maximizing knowledge acquisition through memorable and engaging course content.

​

AWARDS & RECOGNITION

Jay twice received the Florida Council of Inspector General’s Team Award for a complex fraud investigation.  He also received the Outstanding Law Enforcement Officer Award from the USAO, Middle District of Florida, in the category of Asset Forfeiture and Economic Crimes.  In 2019, Jay was named FBI Tampa's Agent of the Year.

 

EDUCATION

Jay is a graduate of Frostburg State University and The University of Baltimore School of Law. He is licensed to practice law in Maryland, New Jersey, and Pennsylvania, and he is a Certified Fraud Examiner.
